It sounds like a fatal PHP error. Please enable WP_DEBUG_LOG and open the coupon page. Then please check debug.log for any errors and let me know.

WP_DEBUG_LOG has been started but there is no fatal error

What is the (final) content of the tab right above ‘Free products’? Can you temporarily try to disable the plugin that adds the ‘Payment reminder’-tab to see if this fixes the issue? Do you have other coupon related plugins?

It is indeed caused by this plug-in(Payment Reminder for WooCommerce)
Enabling this plug-in(Payment Reminder for WooCommerce) will cause the plug-in(coupon) to fail to display content
But the coupon setting can still work
At present, it can only be temporarily disable payment plug-in.
After the coupon is set, turn on the payment plug-in.
Provide plug-in information for you。
